Tv license, when moving into a rental property whereby the previous tenants have a current tv license? how do?

While you can't cancel a TV licence before it expires you can transfer it to your new address when you move, so the previous tenants would have most likely done that, so then it stays in their name and just moves to a new address. But on the off chance that they haven't done that you should give the TV licence people a call anyway and check. They won't lie and say that you need to pay if there is already a licence registered to that address! So if there is one still there they will let you know when it expires. You could also just leave it and wait for them to contact you - they will always send you a letter either to say that your licence is about to run out or that your property doesn't have one registered there.
